  • Holly Smith

    Managing Partner, President

    Holly B. Smith is President, Managing Partner and one of the founders of H2 Performance Consulting, a management and technology consulting firm. As a consulting industry veteran, Ms. Smith has assisted organizations in establishing program and project management capability as well as developing operational and technical long-range plans and effectively measuring performance towards achieving those plans. She has 16 years experience in strategic planning, performance management, program management, project management and consulting. She is a masterful facilitator and accomplished Balanced Scorecard practitioner.

    Before establishing H2 Performance Consulting, Ms. Smith worked for the global business and technology consulting company, BearingPoint, where she specialized in managing and implementing performance management and organizational change management projects. During her consulting career, Ms. Smith has managed multiple large-scale performance management projects within the Department of Defense. She has also led multiple project teams in Strategic Planning/Performance Management process development and creation of the organization’s Performance and Operational Architecture.

    Ms. Smith holds a Project Management Professional certification from the Project Management Institute, a Masters degree in Business Administration from Oklahoma City University, and a Masters degree in Business Education from Southern New Hampshire University. In addition to a long consulting career, Ms. Smith has also been a college professor and trainer.


  • Hazel Wiggington

    Managing Partner, Chief Executive Officer

    Hazel Wiggington is the Chief Executive Officer and Managing Partner, and one of the founders of H2 Performance Consulting Corporation, a management and technology consulting firm. Ms. Wiggington has over 12 years of experience providing consulting to Federal and DoD agencies. Ms. Wiggington specializes in providing project and program management, change management, strategic management and financial management consulting services. Prior to co-founding H2, she held management positions at KPMG Consulting and BearingPoint in their Public Services Division. During that time, she has managed several multi-million dollar projects that supported the Department of Navy.

    Ms. Wiggington has a Bachelor of Science in Accounting from Shepherd College and is currently the Director of the provisional Emerald Coast Chapter Project Management Institute (PMI) Branch in Pensacola, FL and on the Board of Directors for the Gulf Coast Government Contractors Association based out of New Orleans, LA . She is also a member of Vistage CEO group 2037 in the Pensacola Region.


  • Travis Goins

    Vice President

    Travis Goins has twenty years of Project Management and Consulting experience managing client projects across the Federal Government and Department of Defense (DoD), Healthcare Sector, State Governments, and International Markets. He has also worked for the DoD as a Civil Engineering Officer in the US Air Force as well as for large consulting companies over the past 12 years, including KPMG, BearingPoint and Deloitte. Travis has been a certified Project Management Professional (PMP) since 2003 and has an extensive background in Enterprise Resource Planning (ERP) solutions. His ERP project roles have included System Deployment Lead, Organizational Change Management Lead, and Systems Training Lead for clients including Mercy Health Systems, Commonwealth of Pennsylvania, State of California, NASA, and FDA. Other areas of project expertise include over ten years in deploying Learning Solutions, including Learning Assessment and Strategy Development, as well as deploying Learning Management Systems (LMS) and Learning Content Management Systems (LCMS), Knowledge Management Portals, and Web-based Training.
